Pull the LPFP relay, bridge it and pump all the fuel out of the tank via the Schrader valve. Depending on what year the car is it will have 1 of 2 different fuel filter styles, the hoses running back to the tank Will need disconnecting there. The tank guard is what actually holds the tank in, it is not bolted separately.

A healthy LP pump should draw about 10 Amps, so drawing 4 Amps suggests it's on its last legs. There should also be over 20 PSI of pump pressure, 6 PSI is too low, and another pointer to a faulty LP pump.
Using a 10mm socket remove the two bolts securing the front part of the shield. Place an oil drain pan below the oil filter and drain plug and unscrew the oil filter. Lubricate the rubber seal with clean oil and install the new filter. Tighten to 13 foot-pound torque. Remove drain plug in the oil pan and drain the oil.
fergie2035. Procedure is, slacken fuel filter bleed bolt and either hand pump it or crank on the starter till fuel free from bubbles comes out. Tighen it, then do the same thing with the fuel pump bleed screws. I have usually got on ok with just slackening one of the bleed screws but you are really supposed to do both.

Both relays are controlled by the ECM (Module D131) Relay R116 is controlled by a switched negative from ECM (pin 23 on connector 604).
